实行内阁制的西方国家,很多设有“不管部大臣”或叫“无任所大臣”( minister without portfolio)。这位大臣就像球场上的“自由人”,不属于某一专责部门,他是内阁成员,由首相交派特殊重要事务。“不管部大臣”实际上可能是什么都要管的。
