有益品(Merit Goods)理论最初是由理查德·阿贝尔·马斯格雷夫在1957年的《预算决定的多重理论》(A multiple theory of budget determination)中提出来的，他将有益品定义为“通过制定干预个人偏好的政策而提高生产的物品”，这意味着有益品主要是由国家提供的。
